The program runs annually from April to October.

Program for ensuring the accessibility of air transportation for passengers from Kaliningrad to the European part of the country
This program allows Russian citizens, regardless of age, to purchase air tickets on Kupi.com to and from Kaliningrad at special discounted prices.
The program runs annually from May to October on flights Kaliningrad - Moscow and Kaliningrad - St. Petersburg.

Where and how to buy air tickets at discounted rates?
Tickets at subsidized rates can only be purchased at airline ticket offices and airline offices. These air tickets are not sold online.
