Montenegro to introduce visas for Russians
An era is ending: by the end of September 2026, Montenegro will abolish its visa-free regime for tourists from Russia. For now, the country remains a popular option for where to go to the sea without a visa. However, on November 25, 2025, the press service of the Montenegrin Embassy in Russia announced upcoming changes to entry rules. This is due to the country's obligations to the European Union. According to these, Montenegro must align its visa policy with EU standards to become a full member of the bloc by 2028. One of the points includes the introduction of a visa regime with Russia.

Until September 2026, the previous entry rules remain valid: Russians can stay in Montenegro without a visa for 30 days. So, if you planned to see Budva, Sveti Stefan, and sail around the Bay of Kotor, it's best to urgently plan your trip for spring-summer 2026. Tickets to Tivat will be useful for those who prefer to relax on the coast of the Adriatic Sea, while tickets Moscow – Podgorica are more suitable for those wishing to explore the country's interior or the resorts of Bar and Ulcinj.
Currently, Russian citizens can visit a number of countries without a visa. These include Turkey, Thailand, UAE, Serbia, Montenegro, Israel, Argentina, Brazil. In addition, free movement is possible in EAEU states: Kazakhstan, Belarus, Armenia, and Kyrgyzstan.
