Entry Rules for Mexico
It seems that to see Mexican cacti with calaca and wash down tacos with mezcal cocktails*, you need to fly for an eternity and get a million visas. But it's much simpler. This article covers the entry rules for Mexico and recommendations on how to get to the homeland of the Aztecs by the shortest route.

Do you need a visa for Mexico?
In the vast majority of cases, Russians do not need a visa for Mexico. However, an electronic authorization must be obtained instead – without it, entry into the country will be denied. There are exceptions, which we will discuss below.
Where to get electronic authorization: on the website of the Mexican Embassy in Moscow. It must be obtained at least 25 days before departure.
How quickly it is processed: within a few minutes.
What to include in the application form:
• full name;
• passport details;
• purpose of entry to Mexico;
• religion;
• information on criminal record or lack thereof.
Important: entry with electronic authorization is only possible by air. If you cross the border by ferry or land, you will need a Mexican visa: to obtain it, you should contact the consular section.
Electronic authorization allows entry into Mexico only once. The maximum stay in the country is 180 days. Some tourists report that a visa run is possible in Mexico, but it depends on the specific state.
Authorization is not a guarantee of entry: as in many countries (e.g., the USA), the final decision rests with the border officer. Typically, standard questions are asked at the border: purpose of travel, amount of money carried, what you plan to see in the country, where you are staying, and when you are returning. This is because people often cross the Mexican border intending to immigrate to the USA. And Mexico itself is also attractive to potential immigrants: after all, it's hot, sunny, has delicious food, and the ocean is nearby. Therefore, border officers take tourists very seriously.
Take a printed copy of your electronic authorization with you. You will definitely need to show it when checking in for your flight to Mexico and crossing the border.
Who can enter Mexico without electronic authorization
This option also exists — if you have one of the following documents:
– a Schengen multiple-entry visa;
– a visa for Canada, USA, Japan, United Kingdom, valid at the time of visiting Mexico;
– a residence permit (VNJ/PMJ) for a Schengen country, or Canada, USA, United Kingdom, Japan, Peru, Chile, and Colombia.
Types of visas
In most cases, only electronic authorization is required for entry into Mexico. However, if you plan to enter the country by land or sea, or wish to stay for an extended period, you will need to obtain a visa.
What types of visas are available:
1. Six-month visa — a standard tourist visa without work authorization.
2. Visa for minor children.
3. Visa for individuals over 65 years old.
4. Ten-year visa — yes, that's also an option.
5. Student visa.
6. Work visa.
A standard tourist visa costs $36. It is processed within three to five business days, but the embassy website states that in urgent situations, the visa can be issued faster.

Visa application
To apply for a standard visa, you will need to visit the Mexican Embassy in Moscow. First, you fill out an online application form, then submit the package of documents to the consular section. Documents cannot be submitted by mail or courier; personal presence is required. In extreme cases, the services of an accredited travel agency can be used. The list of documents depends on the type of visa – we have described them above.
Usually, the list is standard: photo, passport details, scans of Mexican visas (if any), and proof of solvency.
If you are applying for a Mexican work visa, you will need to confirm at the consulate that your employer has obtained a special permit for you to receive such a visa (yes, it's very complex). The employer does this within Mexico; your participation is not required. Once they confirm that you are the desired visa applicant, you can submit your documents.

Entry rules for Mexico for Russians in 2025
What you will need to bring for a smooth entry:
• printed electronic authorization;
• proof of accommodation booking for the duration of the trip (or at least part of it);
• return tickets or tickets to a third country;
• international passport valid for at least six months from the date of entry;
• notarized entry permission — for children traveling alone or with one parent;
• migration card, which will be provided on board the aircraft. It must be filled out and presented at the border along with your passport and electronic entry authorization.
• medical insurance — it is not required, but it is still worth taking care of your health before flying to another continent. Medical services are paid for foreigners, but it is believed that Mexico has good doctors, and some Americans travel here for treatment — it's cheaper.
Coronavirus restrictions
There are no coronavirus restrictions in Mexico: there is no need to take a PCR test or present a vaccination certificate. Mask mandates have been lifted, and entertainment venues and shops are open.
How to get to the country
There are currently no direct flights from Russia to Mexico, as part of the airspace is closed by European countries. The only way for Russians to enter Mexico by plane is with layovers.
Layover in Europe. This is a popular option, but if you don't have a Schengen visa, it's better not to risk it. Even if the airline promises there will be no problems. There have been cases where Russians were denied entry to Schengen countries, despite visa-free transit being officially allowed in some cities. At the same time, there are successful cases, for example, with a layover in Frankfurt. Overall, it's a risky option.
Layover in Turkey. Istanbul is the most reliable option for a layover. Russians do not need a visa for Turkey; you can do a stopover and stay in the city for a day or two before heading to Mexico: after all, it's a long flight. Tickets from Moscow to Cancun in mid-April with a layover in Istanbul will cost approximately 120,000 rubles one way. Tickets from Moscow to Mexico City one way will cost the same.
Layover in Dubai, Tashkent, Doha. These options exist, but such tickets need to be caught. And most often, there are several layovers, two or three. For example, first in Tashkent, then in Houston, Texas. If you don't have an American visa, you shouldn't consider this option, because transit through the USA is not allowed, even though such tickets to Mexico might be cheaper.

Summary
1. There is a simplified visa regime between Russia and Mexico: in fact, visa-free.
2. If you are traveling to the country for a short period for tourist purposes or to visit relatives, you can quickly obtain electronic authorization and enter with it. It's free.
3. However, if you are traveling by land or sea, a regular visa will still be required. It is obtained at the Mexican Embassy. Typically, a visa is issued for a period of six months to ten years.
4. There are no coronavirus restrictions in the country. You can enter freely — without a vaccination certificate or PCR test.
5. There are currently no direct flights to Mexico. But if European countries open their airspace to Russia, getting there will be much easier.
6. If you don't have a Schengen visa, fly to Mexico with a layover in Istanbul. This is the fastest and easiest option.
7. If you have a Schengen visa, consider options with layovers in Germany or the Netherlands.
