The decision to build was part of a major project to improve the center of Dnipro, which involved clearing a vast area of dilapidated structures. This ambitious plan completely changed the face of an entire city block.

Construction of the complex began in 2004 and was completed in record time—just two years. The grand opening took place in September 2006, presenting the city and all of Ukraine with one of the largest shopping and entertainment centers at that time.
