For the first few years, the facility was managed by MTC under a special agreement with the city authorities. Interestingly, such projects often require close cooperation between the community and the municipality to ensure free access for every resident and visitor to the city.

A major turning point in the site's history occurred in 2023, when the agreement expired and the park came under the full ownership of the City of Calgary.
